Lots of external panels foresaw that it would cost a lot more, but Goldin's admin were adamant that it could be done much cheaper. Under Goldin NASA adopted a "Faster, Better, Cheaper" approach. The rest is history. The missions from this era had a shocking 37% failure rate.
As an interesting aside Goldin previously worked for a company called TRW, who would go on to be the prime contractor for NGST.
