Likely yes, but it depends the size of the body of water, the rate of inflow, how close you are to the inflow, etc. If you got to close to the inflow you could be dragged under by it, and possibly captured in underwater vortexes.

Basically, swimming under or near waterfalls is dangerous.

Also, if the waterfall is entraining a lot of air, that would have the effect of reducing the density of the water which would in turn reduce your buoyancy. Whether this effect is strong enough to prevent you from swimming depends on a lot of factors that you haven't specified.

Any human is less dense than concrete, so you wouldn't sink in it. However concrete is very viscous and you would probably tire out quickly then get covered in it. Once covered in it, it is unlikely you would float to the top despite your buoyancy, due to how viscous it is.
