From a game theoretical perspective, is it possible that two countries with nuclear weapons go to war while agreeing to not use nukes against each other? Similar to how countries agreed to not use gas in WW2, no matter how bad things got.

However, that doesn't mean that countries wouldn't agree not to use nukes in a war. Real geopolitics can't be simply analised by game theory.

Nukes just mean that modern wars look different.
They will be about conflicts where one party isn't a formal nation state but a scattered and hard to strike group. Weapons which can't be shot at will be the future. Bioweapons which eliminate a population but leave their infrastructure intact for example.

Countries with nukes tend not to get fucked with. The point of nukes is that if you are invaded, you will use them. Nuclear states get their kicks bullying non-nuclear states or jostling for position via proxy wars like Vietnam.
