Note that Fravor was directly asked by his commanding officer while on intercept whether he was armed. His officer would, or at least could and probably should, have known this as the flight plans and armaments are prescheduled, but they were double checking just to make sure because he was about to witness some extremely sensitive equipment.

Distance is the carrier strike groups primary defense. Keep in mind these tictacs were making repeated incursions.
They fire on fishing boats if they get too close. A highly dynamic aircraft is at least going to get an armed jet response
