Football stadiums will be packed with people because the people who own football teams are mad at losing revenue. But depending on your location, you might still have restrictions on where you can go and who you can associate with due to "the danger of spreading the virus".
To enable these differences, TSA level arbitrary rules will be put in place to explain away why rules that favor one group over another are good. You have the choice of mindlessly going along with these rules designed with people who aren't you in mind or you can opt out as much as possible. Without power, what you can't do is get the rules to favor you and your desired daily activities. The bones they throw you once in a while are meant to placate you but what you're really getting is 1% of what you should already have. They're training everyone to be ecstatic about getting back crumbs from the loaf of bread that was stolen from them.
