For my uni (doing a major in electronic engineering) the best one is a Casio fx-991ES PLUS. since it can do Vectors, Matrices, complex numbers, Statistics, simultaneous equations, Integral/differential and different base conversions.
It honestly shouldn't be allowed (in my opinion) , so i only use it to check my working.. But i do recommend it if your uni course doesn't allow graphical calculators.
