Most researchers have to pay for publication, mostly typesetting and editing cost. They have to use their hard earned grant money to pay for publication cost.
The reviewers for "peer review" are also not paid. These reviewers are doing it literally for free like jannies to protect the institution of "peer reviewed publications" as the gold standard of scientific knowledge.
