No. More reliable, yes, but RTGs will remain so expensive that they won't be used outside flagship NASA science missions while solar probes will just keep becoming cheaper to the point that universities will be able to send them out to most of the planets. This exactly why the Jewish Propulsion Laboratory hates solar, they know that with nuclear they get to have a protective moat because few other entities could gain access to the materials.
