For a decade or two it just won’t make sense to spend more to get less done, and those moons won’t have been properly visited yet. Europa and Titan at least will be surveyed in 20-30 years and if signs of life are discovered at either place I reckon there would be a proper rush to get there but it’s a long flight. And JPL will want to shift to outer planet rover grifting, and money is supposedly going to a moon base and two or more stations, and Venus is much closer and already getting attention… I think we will be inner system cucks for the next century
Unless you count walking on Phobos or Deimos, which you shouldn’t as they aren’t proper moons
