They've always been announcing big proposals that just happen to mirror whatever is the current meme in spaceflight. Right now that's VTVL reusability. Before it was space planes of SSTOs. China's had big announcements about all of them.
I think it's also a sign that whatever they've got isn't close to being ready. It's a lot easier to post wild ideas when you're barely at the ITS stage of development.
