SpaceX designed and built Merlin and Kestrel in 3-4 years, and they had less they had few dozen people back then. Then they moved onto Raptor, in 2013 they announced the proper, methane version. In 2016 fired it for the first time and flown it on Starhopper in 2019.
The only thing that BO has done for 20 years is their shitty penis rocket with BE-3. I was initially going to compare it to a scenario where SpaceX decided to stick with Falcon 1 for 20 years, but it's much worse than that, they can't even build an orbital rocket. Even fucking Kiwis managed to make it earlier.
