You'd think those who'd be willing to get 1 shot wouldn't hesitate to get their second, in which case there would be hardly any difference between the number of fully vaccinated and partially vaccinated people.
What this says is that close to 15% of the people who got their first shot experienced so much in the way of "adverse reactions" from it that there is no way they would be getting a second; they'd rather risk getting covid than go through that (or worse) again.
We'll see how many people get their 3rd. I'd be willing to bet that a 3rd graph's plateau will be show an even larger gap between 2nd and 3rd dose than between 1st and 2nd.
