Drugs to induce unconsciousness would be out of the question, but substances that can induce other effects seems feasible enough - Singed did it to his egg form, after all. Physical restraints, and MAYBE electrocution, strikes me as the logical course of keeping him pinned down. Enough blunt force to the head could maybe knock him out?

Viktor being alive despite being killed by Jayce was something I attributed to his bodily functions (or their equivalent) becoming decentralized after his transformation. Like backup batteries taking over after the main generator is wiped out.
