It's the pattern in the West, in Russia, in my own sorta ethnically homogenous city in this corner of Asia. In America, the marginalized just happen to be POC, and the worst-funded schools in the shittiest neighborhoods are also the most populated by POC.
The poor folks here in the city are known for being very loud, with questionable manners, which was exactly how my great-aunt found black neighborhoods in California (at least, very loud). It's a nearly universal urban poor thing.
There's this British play called "Saved," and it was based partly on the author's experiences growing up in the British lower classes in the 50s-60s which, unlike now, were very white.
In its most famous scene, a ne'er-do-well teenage father with his idiot friends is left to care for his newborn by his empty-headed baby momma. When the baby soils its diaper, they rub its face in it. When it cries, they tease it, eventually making a game of throwing stones into the crib. Eventually, the baby is killed by this maltreatment. When the mother picks it up, she doesn't notice that it had died.
And after the father had been released from prison, the mother still wanted to get together with him.
