YYH was an at best A-Tier series running at the peak of Jump's popularity with two SSS-tier series running (Dragon Ball and Slam Dunk). Togashi's special deal has more to due with the cataclysmic collapse that occurred when those two series ended in the mid-90s. In the late 90s, they pretty much only had Rurouni Kenshin and needed new hits ASAP. HxH was one of those hits that helped stabilize the magazine alongside Yu-Gi-Oh, One Piece, and The Prince of Tennis. I highly doubt that Togashi was the company's first choice for that special deal, but the bigger hitmakers all passed up returning to Jump. Toriyama pseudo-retired after Dragon Ball, and Inoue moved to seinen after Slam Dunk. Togashi was one of the only tested vets that they really had available. Also, here is a cute Yahiko from Rurouni Kenshin. I don't remember him being as captivating in the 90s adaptation, but the new anime has really upped his general appeal.
