His hangout is good for establishing his character, but it's also a snoozefest. And besides that, he basically has nothing else going for him. His background is interesting, but they never explore it at all whatsoever. In Shenhe's story quest he didn't even make an appearance, and she's his fkn auntie. He only showed up briefly in her trailer. That's it.
And while I love Xingyun, I think Chongyun is too ship-dependent. Xingqiu gets better treatment overall, considering he's also a 4-star character. He partners with Albedo, later a friendship with Venti, writes a book that becomes popular and influential in Inazuma and Fontaine, and even has those little moments of extra characterization when he's included in events. My guess is that Mihoyo has no clue how to include Chongyun in the plot or what direction his character should take, so they just decide to ignore him forever. He's the 4-star character with the worst treatment after Sara.
