In the end, he needed a person that cares without being too pushy unless they are holding him back in a dangerous situation. We have seen that could actually behave and feel calm when he was around the right people (and with the wrong people being absent).
At the same time his well-being wasn't the priority of anyone in canon. Asirpa and Sugimoto cared about each other first and foremost and were ready to kill anybody that gets near the respective other, the rest was never close to Ogata or it's guys like Tsurumi that were occupied with their goal. We can only guess what Vasily would have done. If someone went after him I think it could have worked. In the end he went nuts due to poison clouding his brain and the realisation of guilt, so he wouldn't have killed someone that tried to help him like his brother did afterwards.
The question is if he could get out of the shock and depression afterwards, but I don't think it would be impossible if the other guy cared. I think Ogata is actually way more childlike and insecure than he tries to come off as. He is stuck in a phase of depression and identity crises because he doesn't know if he is a psychopath who was born evil born or just someone whom neglect has alienated and emotionally stunted so much that he just thinks to be a psychopath. The problem is that he assumed the first and acted on this until he realised that he felt pain and started to suspect the latter.
Maybe random but I feel that in an optimal setting he also needed a grandma or an old couple being near him. He craves some parental figures that care about him, we never saw him killing old people IIRC and half of his insane actions were done in hope of earning some sort of approval from his father. Or letting his mother get it. Makes me wonder if he sometimes related to her.
