Hero: Scared of bugs, loves to cook, tallest/most handsome character, a pushover, very productive worker/gives everything he does his all, responsible person, has a wholesome family, had a romantic relationship with Mari, blames himself for Mari's "suicide", was miserable for a year until his bro snapped him out of it, plans to become a doctor, loves sandwiches, nicknamed after his favorite food, has numerous metals & achievements in his room, etc etc...
Basil: Likes gardening, likes reading, used to like taking pictures, shy/insecure boy, had a photo album, has a caretaker, can't swim, parents live overseas, hanged Mari, became a shut-in like Sunny...
Keep in mind these are only things we learn in game.
I don't know how someone can play through the game and think Hero is somehow more flat than Basil, unless you literally only paid attention when Basil got any screen time at all. Hero is definitely flatter than Sunny, Aubrey or Kel, but compared to Basil there is really no contest. The only thing that changes about Basil is his descent into madness that causes him to hire a babysitter, and he stopped taking pictures... Meanwhile Hero develops depression for a year, snaps out of it and decides to drop his passion for cooking to become a doctor. His aracnophobia gets worse, he gets a new sibling and he still blames himself for Mari's death. That's way more character development than you get from Basil.
Before someone says "headspace Basil tho", that Basil is the memory of Sunny's childhood friend mixed with Sunny's own insecurities and subconscious thoughts, which have no bearing on the real Basil. Shadow Basil was more Sunny than it was Basil.
