I think FMA 03 is one of the best looking shows from that early digital coloring era of anime. The colors were much more saturated and resembled the look of cel animation. The choice to color random outlines in BroHood just ended up making things look even more washed out than it already was.
You can argue that BroHood's character designs resemble Arakawa's artstyle more. But what looks charming and characterful in ink and paper with all the implied motion and energy that comes with that medium becomes much heavier in animation through the addition of colors, solid outlines and adherence to strict character sheets. And the design choices they made seemed to emphasize the least attractive aspects of her style, like the blocky faces and the thin hair. 03 was right to translate them to more conventional-looking designs while keeping some hallmarks of her style, like the shape of the eyes and the set of their mouths.
