Example: there being an humanoid angel. Later Anno went to take a bath with Ikuhara and the humanoid angel became what Kaworu became, but still there was an initial idea.
With Rebuild it's not like that. The only thing planned was to "destroy Eva" and obviously making it so the Evangelions didn't exist anymore, that was the only vague idea they had, the rest was all done as they went along. What I'm saying is that NGE and EoE had more vague points behind it than Rebuild, where literally no one gave a fuck except Tsurumaki caring about giving Asuka something to do just because he's an Asukafag.
There's a difference in Anno reviewing scripts to make his vague ideas take form and Anno letting Shinji save Rei in 2.0 just because that's what Higuchi wanted to see and he was giving everyone a chance to add something they liked in the story.
