The character with a hair color closest to white is Ningguang and that's only part of her hair, there isn't a single character with proper white hair, not Itto in the leaks. Itto's hair color is closer to Razor's, a darker shade of gray, that's the best I can describe that. Really though, there's no point discussing this, Itto's hair as tinges of red and is more on the wild side, even if Ayato's had a similar color, it would be neat like Ayaka's and he may even have short hair for all we know. I dunno if it was confirmed he has long hair, but he wouldn't be the first character to change before release.
