When I see these short vertical lines, usually on adolescent males, they are permanent feature; not coming and going with the character's emotions.
They must represent either an actual real life facial feature, or a fixed personality trait.
Perhaps they're emphasized lower eyelashes in the former case, or cheekiness in the latter.
