He didn't even watch the movie he just wanted those 10 billion and only got them with those posters, then the booklet and Mari/Kaworu posters pissed off so many people he had to bait nips to buy tickets with some last stage greetings (And he gave out the new posters on the same day Hathaway was released as a business move)
Actually thinking about it he did this twice (not counting the first one that one was obviously always planned)
The other one was with Mari's VA: when people expected her to say something about Mari or the ending but instead she said all that bullshit about never talking about what Anno told her
