I didn't say Albedo would be a special banner, I said it would be an Albedo banner AND a special anniversary banner, since we get two banners per update. Xiao and Ganyu won't come before him, they released the reruns in order up to now except for Klee which was probably because of the summer event focused on her, considering that Xiao won't be back until a Lantern Rites rerun, if they'll do that.
If Baal, Kokomi and Sara are coming in 2.1 then Gorou most likely will too, he's the general opposite Sara after all, so Sara should be in Baal's banner while he's in Kokomi's banner. I had forgotten about Yae, she'll probably come in 2.2 then, Thoma too. As for the rest, if there's nothing confirmed I guess the second 2.2 banner is a mystery for now.
