What's been consistent, always, was that "Shinji needs to love himself first before anything else" so maybe she'll mention something like that again here.
I think she wasn't ever expecting an ending where Shinji is suddenly an adult that grew up away from Rei/Asuka/Kaworu and just moves on from them, just like the majority of this fandom
