The spell is there to replace the BoL. Kaworu used it so they could meet. Shinji obviously liked meeting Kaworu, otherwise he would've said something about it. Then since I guess Kaworu is not Adam anymore and all Evangelion is gone, the BoL won't exist anymore, so Shinji this time does the spell to meet again. I don't think this is a literal power that will happen no matter what, but more confirmation that he would like to meet him again if possible.
But the ending scene again, makes it look like that won't happen
