Humans have used fiction to gain perspective on problems at least as long as we've had literature. Some of the oldest written works we have are fiction about superheros. It's an old theme.
As for "fetish wear", you're seeing something that's not there as a result of our hypersexualized culture. Modern superheroes have worn tights / body suits since the first comic books with superman, batman, spider-man, etc. You can show off and admire the human form without it being a fetish or even a sexual thing - doubly so when it's something innocent, cute, or similar.
