In Undertale's case is because non-furry characters exist and are posted, while in AC's case is because most of the characters posted are humanized versions or very on model kemono art. Sonic, Klonoa and other characters with a furrier appearance are forbidden here as a consequence of the old GR3 that stated that ALL furry content was banned outside of /b/, even if it was SFW. A couple of years ago the manager reworked part of the GR3 to state that only furry PORN was banned outside of /b/, but some mods still follow the old version of the rule and delete anthro/furry art regardless of its nature. Another reason for the ban on furry is that most art is made by Western artists, which technically are banned here because /cm/ is an anime board. This also would explain why the kemono art on Undertale and AC threads is allowed (is allowed because it was drawn by Japanese artists).
In short words: mods allow only the kinds of furry they like while banning everything else.
