And he only pops up in the 2nd Yugioh series - Yugioh GX, or Generation Next. Yes, there's more than 1. In fact, there are 7. GX is either one of the best or the worst depending on whom you ask. Or, rather, where you ask.
The difference between the GX sub and dub is HUGE. So much so I'd say there's actually 2 The Chazz's. Actually, 3, since there's a manga. That one's TOTALLY different from the other 2, and is only referred to as Manjoume.
Lemme break it down: while in the anime (which came before the manga oddly enough), he's the shounen rival (but not actually), in the manga, he's more of a secondary MC to the actual MC. Manga Manjoume is a soberly written character, he's treated fairly seriously.
Anime The Chazz, though ... whoo-boy, is he ever ... not. That's true for both of them.

The best description I've seen for him is a Joey who thinks he's a Kaiba. Initially, the writers schizophrenically wrote him as a mix of serious rival and comic relief - but they gave up on that balance by S2 and just made him an out-and-out joke. He was a powerful character, sure, probably a better duelist than the MC if you discount MC's bullshit narrative ass-pulls, but he's in the habit of constantly embarrassing himself with a total lack of self-awareness and shame in general. He's the coolest lame-o, and the lamest badass.
The difference between the OG sub The Chazz and the dub The Chazz is one of degree: the dub is half an actual bad 4kids dub, and half an actual abridged series. So naturally, the dub magnifies his Chazzitude
