Himbo Hooters should've been the ticket. It's clearly the superior concept. Femboys have similar appeal to women, thus femboy Hooters is somewhat redundant - and limiting. It'd only attract a very small portion of the same demographic that goes to regular Hooters. Himbo Hooters, beyond muscly man pecs providing a nice analogue to titty and thus keeping the name relevant, has a completely different demographic and would thus be a much better business expansion, and would be a good way for the company to score social justice brownie points by equalizing its objectification.
