1.- The term shotacon applies to both the attraction towards little anime boys and the little anime boys themselves. In the case of these threads the second term is used.
2.- The ban on loli and shota only applies to PORNOGRAPHY and sexually explicit images. Non-sexual or explicit images are allowed on the rest of 4chan/nel.
3.- On the other side, Furry as a whole was completely banned outside of /b/ until very recently. Before mods rewrote the rule all kinds of furry art were banned regardless of their nature, and depending on the board the unwritten rule of zero furry content still applies (in part because most of the users hate it).
4.- The pic of the shota in undies was deleted not for being porn (GR3), but for being considered Not Safe For Work (GR5). Remember that /c/ and /cm/ are blue boards where certain degrees of nudity are banned and its users encouraged to use /e/ and /y/ (and /b/ in the case of loli and shota) if they want more explicit imagery. This is why stuff like inflation and diapers aren't allowed at all, because they're inherently not safe for work.
5.- Continuing with the subject of NSFW pictures, because the definition of NSFW varies by mod sometimes innocuous images (like the one of the shota in undies) end up being deleted. Some mods are more strict and delete boys (and men, because these threads aren't the only ones on /cm/) if they aren't fully clothed, while others are more relaxed and only deleted images if parts like nipples, butts and bulges are too detailed or exposed.
