Although, you can get the villagers you want if they have an Amiibo.
Except for Audie, Meghan, Raymond, Reneigh, and 3 others I forget, these characters are new, and were introduced in Pocket Camp, and as such don't have amiibos.
In terms of amiibos, you can either pay $100-200 for the amiibo you want on eBay, or you get cheap NFC cards and write the amiibo data you want on it, or you get an android app to pretend to be a pro controller, and make that app open up an Amiibo file and that will make the game think one has been scanned.
There's also the Amiiqo N2 that emulates any amiibo at will, but that's something like $80-100.
