Because beyond any set age, shota is an aesthetic. We clear on that right? That's why the trope of the 500 year old dragon/vampire that looks like a little kid exists.
Like, you can't call the musclular 15 year old dudes on MHA shota, their body proportions even look like the ones from young adults and are threated as such in canon also the eye candy is minimal but usually pans towards how developed they are.
But on the other hand, Hideri is 16 but looks even younger than the dudes from his own series that are around the same age. He follows a traditionally prepubescent boy aesthetic (or should I say girl?) and flaunts that underdevelopment as the main charm of his whole character (on top of the whole hyper feminine idol shit), he's tantalizing for those into crossdressing also also shotacons and is very on the nose about it for the sake of comedy, and that's why the fujo character does so many ryona jokes at his expenses too...
So yeah, traps are pretty much just shotas with dresses in mainstream media and people trying to be dense about it are just too afraind to admit they would watch boku no pico and probably like it at this point...
