I think Barr kind of wrote herself into a corner, deciding on the conclusion of a story that turned out completely different to what she planned. Which is a shame, since I could Winzig and Udo growing close if they had to depend on each other at some point.
The sad part is that it fits with Winzig's character, Udo knows about Winzig's past, and could possibly rat him out and get him sent away, too. Winzig being a herd animal and all that. Plus he has a girlfreind/wife(according to the novel, he did go and marry Miki in the end) who lost everything to those guys, and so did he, given his fraught relationship with his parents and dead sister.
