They did a lot of cute South Park art, mainly Stan and Kyle and this particular picture belongs to a doujin by that artist where StKy get friendship bracelets but find them too embarrasing to wear them openly, so they put them on their ankles so that others won't see them.
They did a lot of nsfw art that I don't like at all and I don't remember if that doujin was nsfw or not, but I do remember that Stan breaks into Kyle's room at night to make sure he still wears the bracelet.
