While I agree with you all, if I look at Rebuild from a "there's a timeloop" perspective my opinion of Qworu changes a bit. If this is, let's say, the 100th time Kaworu is going through this, would he still try to interact with others that are not Shinji, knowing that Shinji is the one who can change things in the end? Or would it be too unrealistic for him to want to spend time only with Shinji after waiting for 14 years? Maybe he did talk to ReiQ/Gendo/others in those 14 years, the problem is those 14 years are not shown to us.
All other characters being too focused on Shinji I could link to Rebuild being movies instead of a series. "There's no time" to develope the characters so you only get the basics. By "There's no time" I mean that the only unintentional ? meta commentary I can get with Rebuild is that just how it's mentioned things don't change because people make the same mistakes, Anno and his team made the same mistakes they did while making NGE. The best example: poor time management. In this case there's lots of time wasted on scenes that don't matter; they probably had a vague central idea for Rebuild but everything else was rewritten over and over or made on the spot. When you look at the things they cut and read the interviews you get the idea.
And 10 minutes of 3.0+1.0 are already wasted on Mari's CGI fight.
