Tsuzuki doesn't seem to complain that much about the cold and there's a fair few bonus arts of him smiling wrapped up in a scarf, but he makes a big deal about the heat when visiting Okinawa in the summer and tries disastrously to adjust his wardrobe for it. Reading too deeply into it maybe he's used to the cold because of his final years in a hospital gown. Most fans headcanon that he walked out into snow like it was nothing, so he's ended up with that association over time.

He has a standard work outfit that's used throughout most of his series, with him either stripping off his coat and suit jacket in hot weather or keeping on his coat and gloves in the cold. The title pages and extended media like stationary and CD covers show a ton of different outfits though, which I don't think he could afford in canon but there's a number of characters who could be inclined to gift them to him. I wonder how he reacts to receiving clothing, since he was fine with the girls trying to push women's fashion on Hisoka, but seems to loathe other characters objectifying his body or making forceful offerings to him. He accepted the safari costume at the count's place with a little bemusement on why those outfits were there, but we know from the hallucinations he saw that he wasn't entirely with it at the time, and those anxieties do make him more of a cutesy pushover.

Recently I had a dream where he appeared wearing a fluffy fleece jacket zipped right up to the collar, that for some reason had a bright sky blue and sunflowers design. It looked soft and warm but not a pattern you'd make for colder seasons. I guess I have a desire to see him in more casual outfits like that, since he appears in his work clothes so frequently in the manga itself. Fleece is certainly dressing his age too.
