Let person Y be a student with respectable grades, and respectable scores on standardized tests. Additionally, suppose that person Y does things outside of school, like inventing things, or being involved in competitions, or philanthropic things. In other words, person Y demonstrates the ability to do well when books are involved, and excel when they aren't. Let's suppose that person Y is a decent writer.
Person X and person Y are competing for a spot at a top-tier university for the last position. I'd say person Y wins 90% of the time.
Person X is a dime a dozen. He/she will get in somewhere, but when top tier universities are flooded with a million applications with the same credentials as X, they look for the Ys.
