I don't think it's known. In this case it could be cells that are needed for growth are no longer produced outside puberty or they don't make hormone receptors or they use the hormone differently. This would all have some gene expression that only occurs during puberty. But I don't think we know how that is controlled

On average penile growth is over at most at 21 years old, but more likely at 19 you're done.
