The advantage of the existing industry and academic infrastructure that enable research, the lack of (possibly useful) bureaucratic restraint and finally the incomparable salaries, is enough to stop anyone with a brain from leaving, or at least majorly participating in the economy and research.
Even then, the brains that are drained from all over the world, are more than enough to compensate for whatever Kaczynskis that get fed up and leave.
