Yes, anyone can "learn" to draw just like anyone can learn to play the piano. But you know what, people with no talent who learn the piano can only reproduce the works of others by rote. They have no creativity and cannot produce anything of note by themselves. The same is true for art. It doesn't matter how much you study and practice, if you lack talent you will only ever be a human photocopier.
