Consult with an attorney. In the meantime, beef up your transaction requirements. Require they submit verifiable government issued photo IDs like drivers licenses. This will make it easier to keep tabs on future resellers so you can either screen them out, or know to charge them more.

A little, reproduction rights cant be assumed in a contract so you'd be within your rights to send a professional e-mail telling them they don't have those rights and to knock it off. Might not be worth it though if the guy wants to through a tantrum about it.
and more agreements, if you don't have one, get a standard contract.

"Artwork copyrights are retained by the Artist (your name) and I retain the rights to reproduce the art in the future."
Might save you some headaches.

Not OP but I have a question, How do you guys write a contract for freelance illustration? I mean more like the format of writing it, also how do you sign digitally? Sorry, I'm a newfag and really don't forge contracts for my commissions.

The person who creates the work owns the rights, unless explicitly stated in writing that they are forfeiting those rights. Even if they commissioned you, they are infringing on your work, and you are more than allowed to go after them.

just posting a full contract is too long and you're gonna wanna personalize it a bit so just look up some terms of service for personal commissions. Even if you don't do furry work. You can google 'tos furry commissions' and get some decent results that will be applicable to someone doing personal commissions online. Just Frankenstein something together with a 'by commissioning me you agree to the above terms' in an e-mail.

dunno how it works in the US, but the recent heroforge trend had a few people going through the ToS and claiming that they can't steal the copyright for whatever you make in it because copyright transfer is a very specific and detailed action with paperwork and shit involved. but that's just anons on the internet (me included) so...

maybe speak with a lawyer?
