Italy and the west USED to be the absolute best at art. Not anymore though. The very concept of beauty has been subverted and challenged to the point where everything is art and everything is beautiful. Nips still adhere to some kind of beauty standard, therefore their art looks more beautiful compared to the shit the west puts out.

Asia had the IQ all along to make good art, they just needed the fundies that the west pioneered long ago from creativity, inspiration, and ingenuity.

No one is retarded enough to believe that the Japanese have the best artists in general other than weebs who know little about art outside of cartoons.

The Russians are probably the closest to the old masters as it is today. Looking at the drawings from the academy over there you can tell that these guys are on a different level. I'd say China too has some of the best artists because they are trained in the same way.
