The vast majority of studios don't focus on the west at all because the anime industry is largely funded by BD sales, pachinko, and merchandising most of which is exclusive to Japan.
Even if that were the case we market movies, games, and tv in Japan and China too, does that mean we need to include one of them in every casting? No, because that would be ridiculous.
People can relate to stories without having every character look like them.
