Syria won't let the UN inspectors on to the site to do their job so they can't confirm the use of chemical weapons. Assad agreed to dispose all of his chemical weapons, and then allegedly uses them despite this and won't allow the inspectors to do their job. It's not concrete proof, but the behavior is pretty suspicious.

What's suspicious is that the US and friend attacked right before the OPCW, the international authority on this, could investigate. What's more suspicious is that no one can come up with a compelling reason for why the government would gas people when a battle was completely over and a gas attack would do nothing but provoke a response from other powers. Chlorine gas is super fucking easy to fabricate, so of course they have the required chemicals.
What no one has been able to prove is that this, or previous gas attacks, have been committed by Assad and not the FSA which we know have a substantial amount of various chemical warfare weapons.

Most of the efforts have been focused on surgical removal of particular militants or groups. There was a good reason for it, but dealing with openly aggressive governments is a different matter.

Because they have nowhere else to go? Countries that aren't at war generally won't let them in or they can look forward to extremely cramped refugee camps with zero prospects. Going to Iraq or Yemen, which are being torn apart by sectarian violence obviously makes no sense.
