The reason was that the American coproducer dropped out, leaving the Canadian one in a position to get Cancon funding/tax breaks by using only Canadian voice actors. (Andy's VA was already Canadian.) I'm actually not 100% sure if the first season even counts as Cancon at all, though I think it does.
(Meanwhile they added a French coproducer for the animation and music in the second season, only to go it solo in the third.)
