There's still a big chunk of people who associate anime with weirdos and perverts (which is kind of justified), and you don't really get genuine actors doing very many VA roles, and even less for anime VA work because it doesn't pay as much for dubbing cartoons or video games.
As for the japanese, it's a good bet they associate american cartoons with the comedic style of Golden-Age animation (Bambi being an enormous influence on anime itself), and seeing as most of our shows are pure comedy or comedy mixed with something else, they'd keep that gag dubbing approach for more serious styled shows. I seriously doubt any nip is looking at modern American TV cartoon animation for the stellar examples of the craft.
That being said, there's a whole bunch of shit that gets lost in translation thanks to the major differences between the American and Japanese languages - for example, anything that is said politely is in an entirely different form of grammar and vocabulary, which is an absolute nightmare to convey properly. You can also blame the companies across the pond refusing to let american groups mess with the animation to allow for more or less dialogue, even when it would make the dubbing a lot better. That being said, English has a much heavier advantage when it comes to rudeness and raunchiness - hence the reason Panty and Stocking is right next to Cowboy Bebop in terms of dub quality.
