They have power, and they use it for their own interests. You don't need to assume an all-powerful evil Force masterminded their rise to power in order to explain this; as long as there are people with power, eventually someone will use it for their own interests at the expense of others.
For another thing, look at how the Force reacts to them. It influences events so that champions arise to stop evil Force users, because the Dark Side is as anathema to it as to all sentient life. Why go through any convoluted plots? If it wants to stop the Dark Side so badly, why not just strike its users down where they stand? Well, why should we assume it can? If it had so much power that it could simply stop all this suffering and save people itself, it would be doing that; these subtle events that seem like "luck" or "fate" could well be the most it can do.
