VAs get residuals if they recorded their lines as prelay (record the audio first, the animation is then set to the audio second) as that is considered a creative work and thus qualifies for royalties.
If a VA records their lines as overlay (dubbing over existing animation) then they receive no royalties, as dubbing is considered a form of translation, not a creative work, and therefor does not qualify for residuals.
That is why you see the most of the prelay voices (stuff for American produced cartoons) recorded in LA where the Unions are, and the overlay stuff (anime dubbing) done in Texas where there are no voice actor unions. Union VAs in LA are not interested in overlay work because there are no royalties; those are the "crumbs" which are then passed on to the non-union VAs in Texas to fight over.
It's also rare for non-union VAs to graduate to Union work in LA; the existing Union actors don't want more competition for the sweet, sweet prelay gigs and the backend cash that comes with them. Hence, you hear the same actors and actresses in positively EVERYTHING.
