Most people don't give a shit here in my city unless someone is literally screaming for help (and even then I can give examples of people ignoring that - more in a sec) and I RARELY see people call the cops.
In one such occasion I heard my upstairs neighbor yelling at someone. I ignored it because, to be honest, he's noisy often. I'm not the only one who ignores it either. Everybody else in the building ignores him. Except this particular time it was early in the morning, and I continued to ignore it until I heard someone screaming for help. At THAT point, I rushed up there. I was the only one who gave half a shit, or I was the only one who was woken up by it, (but I'm a pretty heavy sleeper so who knows.) Regardless of why or how, I checked in and made sure she was ok. I asked if she was hurt, if she needed help or the police. Again, she said she was fine.
Nobody else was around, nobody else gave a shit. CONVERSELY.
On ONE occasion while I was back living at the small village, there was a tornado that ripped through and smashed our garage and was leaning a little bit on our neighbors property. The VERY NEXT DAY our neighbors called the police because the tree was barely on their side of the fence. They gave zero fucks to how much time had passed and were not shy about calling the cops on us the moment something was slightly awry.
